Special Education and Inclusion – Why is it so Hard?

“Special Education”, delineated as all precise pedagogy process aimed to people with some rather of deficiency, has transited the years, by various degrees of formulation, evolution and transmutation. It has initiated with optics of segregation of the limited” or “deficient” person “in specialized educational centers, with a perspective of clinical attendance – assistentialist proceeding from the field of the Medicine.

Great costs and the resultant mediocre outcomes of this approach had attested throughout the years that this isn’t the direction. The attendance, centered here in an “ill patient” that must be rehabilitated by a technician, results generally in mediocre results in the process of integration or inclusion of the person who presents a deficiency.

As another propositon, many voices come along in the world that claim in favor of the “integrating” procedure, which engender great contestations and experiments in search of a juster pedagogy for who do not have access to the normal education, due to its characteristics or Special Educational Needs (SEN). This not only obeys humanistic grounds, but also specific the social and economic realities. (MOUGNIOTTE, 1994)

PEDAGOGY AND LEARNING

Several kids and adolescentS are attached to the prescribed pedagogy without an actual and integral diagnosis that consistently accesses their true problems and possibilities in the physical, cognitive, cognoscitive, communicative, occupational, and social plans.

Besides, an immense component of educative entities in the country doesn’t count with the minimal limited simplicities so that an educatee with requirements can’t displaces himself independently in its interior: ample slopes, runners, space in the halls, bars of support in the walls and baths, etc., nor reckon on institutionalized Educative proposes that contemplate the equity and not an illusory concept of equality that does not allow any chance to the valuation of the difference.

Teaching is an everlasting, individualised, social and interpersonal formation action that founds itself on an entire construct of the man, his self-regard, his rights and obligations. It must be acknowledged that the teaching procedure isn’t elementary duty, nor undivided, of the masters, professors or educators. Pit is also art of coherent politics, since the perspective of the type of human being that is wanted to be formed, which is implemented in a definitive context. (SCAVINO, 2000)

Traditionally, the household arrogates that the educational establishment lays itself a responsible part for the developing foreplay of the educatee, demonstrating a passivity paper. This composes a traditional assistentialist vision.

Among additional duties, household presumes a primal function and not transmissible, as basic nucleus of the responsible first society and for the education of the children, until the legal age or till while whatever assort or other form of emancipation occurs. In that way, family corresponds to it:

- To enquire about the academic profit and the conduct of its children, and on the process of the educative institution, and in some the cases, to participate in action of improvement.

- To give and to obtain orientation on the pedagogy of the children.

- To educate its children and to let in their place an aligned environment for their integral evolution.

SPECIAL EDUCATION

The ascendant group of a society delimitates the draws that configure the accord of the academician success and lose, what bring forth conflicts among those that learn or those that don’t. The formulated educative government during many time appeased that some educatees were integrated and others not, ascertaining that more people with inadequacies may not have been inserted in the common educative arrangement, and so, a parallel system of special education was created.

Breakup between normal” and “special” Education “perpetuated conflict and encouraged a conventional and medical sight of the deficiency, centered that the porter of deffcience is the cause of the problem, without seeing the environing ambient (familiar, pertaining to school, communitarian) as possible explicative source. So, this configures an example of diagnosis and medical-therapeutical handling of the educatees with deficiencies. (FREIRE, 2002)

This universe urges to be attenuated through programs of individual rehabilitation, in such way that the form of attendance to the special educative necessities of some students, determined the appearance of practical educative “regular” and “special”, consequence of ampler cultural and social positioning.

This paradigm considers the incapacity as shunting line and centers its attendance in the negative characteristics more than in the potentialities of the person, defining itself as:

Privative and deterministic v (negative) – Emphasizes what the student does not know how to make.

Circumstantial (technocrat) – Is centralised in the necessity of the intercession of the experienced, the specialist, as the best performance in the reply to the student’s diversity of necessities.

Compensatory – Inequalities arose from special educative requirements treats to compensate (to surpass) establishing forms of parallel resume (Curricular Programs of Individual Development or Adequacies).

In definitive, “Special Education”, seen as a deficit model, ideologically does not accepted diversity as human value and keeps the discriminatory differentiation between the students, while it assumes that existent biological and sociological determinisms legitimize physical and curricular separation.

Hispanic students are presented with a number of scholarships.

Hispanic students and their families are greeted with a beautiful early fall, when the Hispanic organizations announce they will be the lines guidelines and plans for the entire school year.

This event coincides with the time when Hispanic families are conducting their searches for a way to pay the expensive college education for their children.

Generally, only Hispanics who are College will be linked benefited from this program.

Now, students can go frenzy when selecting which college programs take, in addition also the number of students who stopped for a year who are considering returning to school.

Really this is not the first time this event happened. Awards are universally popular in providing the disadvantaged and financially students with disabilities an opportunity.

Large companies are established in the granting of scholarships for students of Hispanic origin, included here are Coors, General Motors, CNN, MasterCard, Lockheed Martin, Sallie Mae, Wachovia, Office Depot and Time Warner.

But questions may arise. Why hundreds of charitable fund companies thousands of dollars to provide scholarships for Latin? What will they do with these Hispanic students?

The only answer is not given in one, they support the programs submitted for scholarship founded by Hispanic organizations Latin as the National Association of Hispanic Journalists, Hispanic Scholarship Fund, Hispanic Association of Colleges and Universities and the National Hispanic Some scholarships, the majority of public relations and yield positive results generated by the company programs.

For many years, Latinos as consumers have become progressively more acculturated in the traditional lifestyle of America. Some of them have established a good place to influence public and private sectors, while the other adds to the class of consumers.

Party Development is rooted in the growing awareness of some Latinos who have been ignored to the point of receiving undeserved treatment of many companies. This fact will property since the 2000 census, in their last brand that customers of their goods and services.

In addition, the Hispanic purchasing power is increasing, for Therefore, the talkers and traders began to take advantage of opportunities and escalation Hispanic markets.

This is because estimation of the economy over the year 1900-2009 as reported multicultural by the Selig Center for Economic Growth will closely 700 billion dollars annually.

Thus, thousands of dollars funded by Hispanic Scholarship is nothing compared to power purchase of these future consumers. Not only that, the recipients of scholarships can also join the workforce in the near future.

Critics say there is the situation where the bull market under the Latinos are too, as mounted on the number of students in need. However, this is countered by the theory that the Hispanic students who graduate and later joined the labor force Americans also produces the same program.

But anyway, the only thing that matters is that Hispanic students are more chance of pursuing their college education, through higher benefactors and donors.

Meanwhile, the effects are the same, Latinos gives graduates gratitude to the company that helped them complete their higher education.

Politics and sport: Cuba

Politics and sport: CUBA
By Alejandro Guevara Onofre

Like Park Chung-hee (Asia / South Korea: 1962-1979) and Idi Amin Dada (Africa / Uganda: 1971-79), Fidel Castro is a sports fan and enjoys watching all types of Olympic sports. Fidel Castro visited training camps national team, sports schools, National Games of schools and spent time with the student-athletes and Olympic players. Since 1990 Cuban dictatorship has spent more than $ 80 million per year in the Olympic sport. However, Cuba is no paradise Olympics. Cuban history modern sports has been marked by sporting defections.

Every dictatorship has a style all her own. Rafael Leonidas Trujillo had one: Dominican music. Francis Duvalier had an: Haitian culture. Kim Jong Il has one: the cinematography. He loves movies like "Gone With the Wind", a famous American film. The dictator of North Korea has written an essay on the art of cinema. "

The regime of Idi Amin was known for torturing prisoners policies, banning dissent and freedom of expression. Under the dictatorship of Idi Amin Dada, about 350,000 people were killed. But he likes Olympic sports such as Fidel Castro Ruz. During the 1970s, he became outspoken champion of sport in the Third World. I remembered that the team Uganda has won two gold medals, four silver and three bronze medals at the Commonwealth Games in New Zealand in 1974. On the whole The Ugandan team ranked tenth, Wales, Trinidad Tobago, Tanzania and Jamaica.

Fidel Castro said: "This was the role of Cuba in Olympic broadcasting? What has he done? What was the fruit of our efforts to promote a healthy clean sports? Olympics 1972, we finished 14th among 122 countries. In the Montreal Olympics in 1976, Juantorena remembers well, and if we do-finished 8th among 88 participating countries. In 1980 in Moscow we finished 4th among the 81 countries in 1992, in Spain we finished 5th in 169 countries, and Atlanta, in 1996, we completed Eighth place among 197 countries. Can anyone deny these figures. "But under the world's oldest surviving dictatorships, the sport has become a useful tool for women and men's access to freedom.

Certainly, Cuban sport is a story of both frustration and miracles. The Cuban government has responded with increduly in 1980, when Roberto Urrutia, a weightlifter, unexpectedly announced his decision to seek asylum in the United States. At age 14 Urrutia made weightlifting high priority, and ten months later, he set national records. Urrutia joined Pan American Championship in 1975 at the age 18 years and has won gold medals for Cuba. In December, in Matanzas, he became the first weightlifter to Latin America for a world record. In 1976, he finally realized his dream of attending the Olympics. As Juantorena (athletics), Teofilo Stevenson (boxing) and Mireya Luis Hernandez (volleyball), Roberto Urrutia Hernandez, former member of the Union of Communist Youth, was a symbol of the Cuban Revolution. Roberto, was born December 12, 1956, in Havana, won three gold medals at the 1978 World Championships in weightlifting and ended the Soviet's World years of domination of international weightlifting. Certainly, he was elected Hero of the Year by Prensa Latina. Before the Moscow Olympic Games, Roberto Urrutia defected to the United States via Mexico.

In recent years we have seen a number of events take place: Taimaris Aguero, a player, came to seek freedom in Italy; Odelin Molina, an outstanding football player in Havana have requested political asylum in the United States, and Dulce Tellez, a sportswoman, came to San Juan in Puerto Rico.

Aguero, who at 1.77, was considered one of the best athletes Women in the Americas, at the age of 16, she became the youngest person to be a member of the Cuban team. During the 1993 World Junior Sao Paulo, Brazil, Aguero finished first in the competition for best composer. When Tanya Ortyz, composer from 1987 to 1995, announced his intention to retire at the end of 1995, Aguero was considered a leading candidate for the position. Therefore, it was keywoman when Cuba finished first at the World Championships 1998. In 2000 Aguero helped the Cuban team reach victory in the Olympic Games.
